This is the Sanskrit Mahavastu: a lengthy work on Buddhist teachings and narratives belonging to the school of early Buddhism (Mahasanghika). This edition only includes those metrical verses occuring in the various stories and Jatakas, as well as the corresponding English translation by J. J. Jones.

Verse 64.361

शीलं प्रावरणं श्रेष्ठं अलंकारं प्रभास्वरं ।
शीलेन शोभितो भिक्षुः ददन्तो न विहन्यति ॥ ३६१ ॥

śīlaṃ prāvaraṇaṃ śreṣṭhaṃ alaṃkāraṃ prabhāsvaraṃ |
śīlena śobhito bhikṣuḥ dadanto na vihanyati || 361 ||

Morality is the best garment and a resplendent ornament. The monk who is conspicuous for his morality is not obstructed in his charity. (361)
