This is the Sanskrit Mahavastu: a lengthy work on Buddhist teachings and narratives belonging to the school of early Buddhism (Mahasanghika). This edition only includes those metrical verses occuring in the various stories and Jatakas, as well as the corresponding English translation by J. J. Jones.

Verse 27.57

नास्ति चारसमं चक्षुः नास्ति चारसमो नायो ।
तस्माच् चारं प्रयोजेय्या सर्वार्थेषु जनाधिपः ॥ ५७ ॥

nāsti cārasamaṃ cakṣuḥ nāsti cārasamo nāyo |
tasmāc cāraṃ prayojeyyā sarvārtheṣu janādhipaḥ || 57 ||

“Your eye is not as good as a spy; your policy is not as good as a spy. Therefore a king should employ a spy in all his affairs. (57)
