This is the Sanskrit Mahavastu: a lengthy work on Buddhist teachings and narratives belonging to the school of early Buddhism (Mahasanghika). This edition only includes those metrical verses occuring in the various stories and Jatakas, as well as the corresponding English translation by J. J. Jones.

Verse 27.24

प्रकीर्णोच्चारणो मासि सर्वार्थेहि जनाधिप ।
हेतुकारणसंयुक्तं मन्त्रं कालेन व्याहरे ॥ २४ ॥

prakīrṇoccāraṇo māsi sarvārthehi janādhipa |
hetukāraṇasaṃyuktaṃ mantraṃ kālena vyāhare || 24 ||

“Do not, O king, talk at great length on all sorts of topics, but utter your judgments at the appropriate time and make them bear on the point at issue. (24)
